Research Areas:
Center for Energy Studies (CES) conducts, encourages, and facilititates research and analysis to address energy-related problems or issues affecting Louisiana's economy, environment, and citizenry. Goal is to provide a balanced, objective, and timely treatment of issues with potentially important consequences for Louisiana.
Recent CES studies have (1) compared local & gas companies operating in Louisiana with tax bills of other major energy state(2) analyzed likely effects on Louisiana's economy of a Btu tax enacted at the national level, and a refinery tax enacted at the state level. (3)Estimated economic consequences of larger role for smaller independent producers in offshore oil and gas industries;(4) ascertained the effect of incentives enacted by the LA Legislature to encourage oil & gas products (5) measured & compared the safety and environmental performance of oil & gas firms operating offshore in the Gulf of Mexico; (6) evaluated practises & regulations associatiated with the cessation of production from offshore oil & gas leases & facilities; (7) surveyed the implications for the stae's utilities, large energy-using & producing industries & consumers of the restructing of electricity industry now underway that is intended to promote competition among suppliers in order to lower prices & broaden choices for consumers; and (7) organized and sponsored a series of seminars (five to date) for the purpose of providing an open forum for objectively discussing with LA stakeholders issues raised by the restructuring of the electric utility industry.

The center maintains some unique energy data bases and is the official repository of energy information from the State and The Energy Council. CES is designed aas the Regional Lead Organization of the Central Gulf Region of the Petroleum technology Transfer Council, which serves as a national clearinghouse for exploration & production technology needs of the oil & gas operators. CES personnel act in an advisory or expert capacity for legislative, executive, and regulatory branches of both the state and national governments & represent the state on energy-related organizations at both the regional adn national level.
CES is the only Board of Regents approved energy center in the state.
